1.1 Scope and Authority of the Code

The 2021 National Standard Plumbing Code (NSPC) governs the installation, alteration, and repair of plumbing systems. For the Master Plumber exam, you are responsible not only for knowing the technical requirements but also for understanding the rationale behind them—because the exam tests your ability to apply code intent to real-world scenarios.

The fixtures chapter is foundational: nearly every other part of the code (water supply, drainage, venting) depends on the fixture count and type. Errors here cascade into undersized piping, failed inspections, and liability.


1.2 Definitions You Must Master

The NSPC defines terms that appear throughout the fixture chapter. Know these cold:

Fixture – A device that receives water or waste and discharges it into the drainage system.
Fixture unit (FU) – A dimensionless number representing the load a fixture places on the plumbing system. One FU equals roughly 7.5 gallons per minute (gpm) of peak demand, but you do not need to memorize that conversion—only the table values.
Public – A fixture available to the general public (e.g., a restroom in a restaurant).
Public-accessible – A fixture in a facility open to the public but not necessarily in a public restroom (e.g., a drinking fountain in a lobby).
Private – A fixture in a dwelling or private office, not available to the general public.
Water closet – The code term for a toilet.
Lavatory – A washbasin (not a kitchen sink).
Urinal – A water-flushed fixture for male urination; subject to substitution rules.

Exam trap: The NSPC distinguishes between public and public-accessible for fixture-count purposes. A restroom in a private office suite is public-accessible, not public, which may reduce the required number of water closets.


1.3 Minimum Number of Fixtures

The NSPC provides minimum fixture counts based on occupancy classification, referencing the building code's occupancy definitions. You must know where to find these tables and how to apply them.

1.3.1 Occupancy Classifications

The NSPC does not define occupancies itself—it adopts the building code's classifications (Assembly, Business, Educational, Factory, Hazardous, Institutional, Mercantile, Residential, Storage, Utility). On the exam, you will be given the occupancy; you must apply the correct fixture table.

1.3.2 The Fixture Count Tables

The primary table (NSPC Table 4.1-1, located in Chapter 4) lists minimum fixtures for:

Assembly (theaters, churches, restaurants)
Business (offices, banks)
Educational (schools)
Factory and Industrial
Institutional (hospitals, nursing homes, prisons)
Mercantile (retail stores)
Residential (hotels, dormitories, apartments)

For each occupancy, the table provides the number of water closets, lavatories, bathtubs/showers, drinking fountains, and service sinks required per number of occupants.

Key calculation method:

44.Divide the occupant load by the "persons per fixture" number from the table.
45.Round up to the next whole number—always.

Example: A business occupancy with 150 occupants requires 1 water closet per 25 persons for the first 50, then 1 per 50 thereafter. So: 50 ÷ 25 = 2, plus (150 – 50) ÷ 50 = 2, total = 4 water closets.

Exam trap: The table often has different ratios for male and female facilities. When the code says "per 100 males" and "per 50 females," you must split the occupant load by gender. If the split is not given, assume 50/50 unless the problem states otherwise.


1.4 Urinal Substitution Rules

The NSPC permits urinals to substitute for a portion of required water closets in male restrooms, but with limits:

Maximum substitution: Typically, urinals may replace up to 50% of the required water closets for males, but never fewer than one water closet may remain.
Minimum urinals: If urinals are provided, at least one is required—you cannot install a urinal and then count it as a water closet for the minimum unless the table explicitly allows it.

Example: A factory requires 6 water closets for male employees. You may install 3 urinals and 3 water closets (50% substitution). You may not install 6 urinals and 0 water closets.

Exam trap: The substitution rule applies only to male facilities. Female restrooms cannot substitute urinals (obviously), but some candidates mistakenly apply the 50% rule to the total fixture count.

Fixture-unit values are found in NSPC Table 4.2-1 (or similar). These values are used for sizing water supply and drainage piping. You must memorize the common ones:

Critical distinction: The drainage fixture-unit value and the water supply fixture-unit value are not the same. A water closet has a drainage FU of 3 but a water supply FU of 2.2. When sizing supply piping, use the supply column; when sizing drainage, use the drainage column.

Exam trap: The NSPC uses fixture units for pipe sizing, not raw gallon-per-minute flow. Do not attempt to convert FU to gpm unless the code explicitly provides a conversion table (it does, for water supply, in the form of a demand curve—but you will not be asked to interpolate that on the exam).


1.6 Special Fixture Requirements

1.6.1 Water Closets

Flush volume: Maximum 1.6 gallons per flush (gpf) for new installations. The NSPC references the federal Energy Policy Act standards.
Flush valve vs. tank: Flush valves require a minimum pressure (typically 25 psi flowing) and a minimum pipe size (1 inch). Tanks operate at lower pressure.
Clearance: A water closet must have at least 15 inches clear from centerline to any side wall or partition, and 30 inches clear between adjacent water closets (measured centerline to centerline). The front clearance must be at least 21 inches (or 24 inches in some accessibility cases).

Field point: As the master plumber, you are responsible for verifying clearances before rough-in. A common error is setting the flange at 14 inches from a finished wall—this fails inspection and requires costly correction.

1.6.2 Urinals

Flush volume: Maximum 1.0 gpf.
Type: Wall-mounted urinals must have a flush valve, not a tank.
Height: The rim of a urinal for adult use must be no more than 24 inches above the finished floor (accessibility requirement).

1.6.3 Lavatories and Sinks

Faucet flow: Maximum 2.2 gpm at 60 psi for lavatory faucets (residential and public).
Trap seal: Every fixture must have a trap; the trap seal must be at least 2 inches but not more than 4 inches.
Kitchen sinks: Must have a waste disposal outlet if a disposer is installed—the disposer must be connected to a dedicated branch drain.

1.6.4 Showers and Bathtubs

Shower head flow: Maximum 2.5 gpm at 80 psi.
Shower pan: Must be watertight and tested before tile or finish is applied.
Bathtub overflow: Required on all bathtubs; the overflow must connect to the drain line above the trap.

1.6.5 Drinking Fountains

Location: Required in all occupancies except one- and two-family dwellings (check the table).
Height: The spout must be at least 30 inches but no more than 36 inches above the floor (accessibility standard).
Water pressure: Must be sufficient to produce a stream at least 3 inches high.

1.7 Health-Care Facilities

Hospitals, nursing homes, and outpatient clinics have stricter fixture requirements:

Patient rooms: Each patient room must have a lavatory (or be served by one within the room).
Nurses' stations: Must have a lavatory or hand-washing facility.
Toilet rooms: Must have at least one water closet and one lavatory per toilet room.
Scrub sinks: In surgical areas, scrub sinks must be equipped with knee-, foot-, or sensor-operated faucets.

Exam trap: The NSPC references the Guidelines for Design and Construction of Hospitals (or similar) for detailed requirements. The exam will not ask you to recall those guidelines—only the NSPC's own minimums.


1.8 Accessibility Requirements

The NSPC incorporates the accessibility standards of the Americans with Disabilities Act (ADA) and the ICC A117.1 standard. Key points:

Accessible water closet: Must have a seat height of 17–19 inches, a flush control on the open side, and grab bars on the side and rear walls.
Accessible lavatory: Must have a rim height no more than 34 inches, knee clearance of at least 27 inches, and insulated pipes to prevent burns.
Accessible shower: Must have a minimum 30-inch by 60-inch floor area, a fold-down seat, and a handheld shower head.

Field point: The master plumber must coordinate with the general contractor on wall reinforcement for grab bars. If the plumber roughs in the water supply without verifying grab-bar blocking, the fixture may be unusable for an accessible occupant.


1.9 Fixture Traps and Vents

Every fixture must be individually trapped, except where the code permits a single trap for a group of fixtures (e.g., a triple-compartment sink). The trap must be:

Located: Within 24 inches of the fixture outlet (measured along the drain).
Sealed: With a minimum 2-inch water seal.
Vented: To prevent siphonage—the vent must connect within the distance specified in the venting chapter (typically 30 inches for a 1¼-inch trap arm).

Exam trap: A floor drain is a fixture and must be trapped. However, it has a fixture-unit value of 0 for drainage—meaning it does not add to the load calculation but still requires a trap and vent.


1.10 Water Supply Requirements for Fixtures

Each fixture must have a control valve (stop) at the point of connection, except where the code allows a single stop for a group. The minimum water supply pipe sizes are:

Water closet: ½ inch (tank) or 1 inch (flush valve)
Lavatory: ⅜ inch (supply tube) or ½ inch (branch)
Shower: ½ inch
Bathtub: ½ inch
Kitchen sink: ½ inch

Hot water: The NSPC requires hot water to be supplied to all fixtures that need it (lavatories, sinks, bathtubs, showers). The maximum temperature at public lavatories is 120°F to prevent scalding—this is a code requirement, not just a recommendation.

1.12 Common Exam Traps

124.Rounding: Always round up to the next whole fixture. If the calculation yields 3.2 water closets, you need 4.
125.Gender split: When an occupancy table says "per 100 males" and "per 50 females," do not combine the populations. Split the occupant load first.
126.Urinal substitution: Remember the 50% cap and the minimum one water closet rule.
127.Fixture units vs. fixture count: Do not confuse the two. Fixture count is for minimums; fixture units are for pipe sizing.
128.Public vs. private: A private restroom in a business has different minimums than a public restroom. Read the problem carefully.
129.Accessibility: The NSPC requires accessible fixtures in new construction, but not necessarily in alterations where it is technically infeasible. The exam may test this distinction.

1.13 Field Practice for the Master Plumber

As the responsible licensed person, you must:

Verify occupant loads with the architect or engineer before ordering fixtures.
Check rough-in dimensions against the fixture manufacturer's specifications—not just the code minimums.
Coordinate with other trades on wall blocking, floor slopes, and ceiling access for fixture connections.
Document all substitutions (e.g., urinals for water closets) in writing, with the owner's approval.
Test all fixtures after installation for leaks, proper flow, and trap seal retention.

1.14 Chapter Summary
