1.1 Scope and Administration (IPC Chapter 1)

The IPC Chapter 1 establishes the administrative framework. It defines the code's purpose: to provide minimum standards for the design, installation, and maintenance of plumbing systems to protect health, safety, and welfare. The code applies to the erection, installation, alteration, repair, relocation, replacement, addition to, or use of any plumbing system. This includes the connection of fixtures, appliances, and appurtenances to the water supply and drainage systems.

Key administrative concepts:

Code Official: The authority charged with administration and enforcement. The Master Plumber must know that the code official has the right to inspect work at any reasonable time. Work must be accessible for inspection; concealing work before inspection is a violation.
Permits: Permits are required for the installation, alteration, or repair of plumbing systems. A permit is not required for minor repair work involving clearing stoppages or replacing faucets or valves where the work does not involve alteration of the piping system. Exam trap: Know that replacing a water heater does require a permit, while replacing a faucet washer does not.
Approval: The code official must approve all devices and appliances. The code references standards (e.g., ASSE, ASME, CSA) for conformance. The Master Plumber is responsible for ensuring products are listed and labeled for the intended use.
Variances and Modifications: The code official may grant modifications where strict compliance is impractical, provided the intent of the code is met. The Master Plumber must request this in writing.
Penalties: Violations are misdemeanors, subject to fines and potential license suspension. Under Colorado DORA, the Board can discipline a Master Plumber for gross negligence, fraud, or violating the code.

Colorado-specific note: While the IPC is the adopted standard, DORA rules (3 CCR 716-1) govern licensing, continuing education, and business practices. The exam may ask about the responsibility of the Master Plumber to supervise apprentices and journeymen, and to ensure permits are pulled for each job.


1.2 General Regulations (IPC Chapter 3)

Chapter 3 is the heart of this topic. It contains the "General Regulations" that apply to all plumbing installations. The Master Plumber must know these as the baseline for every project.

1.2.1 Protection of Piping and Structures

Piping Protection: All piping must be protected from corrosion, freezing, and physical damage. Piping in or under concrete slabs must be protected from corrosion (e.g., by wrapping or using approved materials). Field point: Use dielectric unions when connecting dissimilar metals (copper to steel) to prevent galvanic corrosion.
Freezing: Piping must not be installed in exterior walls unless the pipe is on the warm side of the insulation, or the wall is designed to prevent freezing. In Colorado, this is critical—exterior wall piping must be protected with insulation and, where necessary, heat tracing.
Structural Protection: No piping shall be installed in a way that weakens a structural member. Where a joist or stud must be cut or notched, the code limits the size and location of the notch. Exam trap: A pipe may not be embedded in a load-bearing wall unless specifically approved. Holes in joists must be within the middle third of the span, and the hole diameter cannot exceed one-third of the joist depth (per IRC, but IPC defers to the building code).

1.2.2 Workmanship and Materials

Workmanship: All work must be performed in a "workmanlike manner." This is a catch-all standard. It means clean, neat, and secure installations. Exposed piping must be properly supported and aligned.
Materials: Piping materials must be approved for the specific application. For example, PVC (DWV) is approved for drainage, but not for hot water distribution. CPVC, PEX, and copper are approved for water distribution. Field point: Always check the listing mark (e.g., NSF, ASTM) on the pipe and fittings.
Existing Systems: When an addition or alteration is made, the existing system must be evaluated. If the existing system is found to be defective or undersized, the code official may require it to be upgraded as part of the new work. This is a common source of disputes and a key business consideration for the Master Plumber.

1.2.3 Support and Attachment

Support: Piping must be supported at intervals per Table 308.5 (IPC). For example, horizontal ½-inch copper pipe must be supported every 6 feet; vertical pipe every 10 feet. Exam trap: The table is for horizontal runs; vertical runs have different spacing (every floor level, but at least every 10 feet for small pipe).
Hangers and Straps: Must be of approved material (e.g., galvanized steel, copper) and must not cause electrolytic corrosion. Plastic pipe requires wider bearing surfaces (e.g., plastic hangers or metal hangers with plastic inserts).
Seismic: In seismic zones (Colorado has moderate risk), additional bracing may be required. The IPC references the building code for seismic design.

1.2.4 Fixture Clearances and Access

Access: All fixtures must be accessible for cleaning and maintenance. Valves, traps, and cleanouts must be accessible. Field point: Never bury a cleanout behind a finished wall without an access panel.
Clearances: The code specifies minimum clearances around fixtures (e.g., water closets must have 15 inches from centerline to any side wall, and 21 inches clear in front). These are minimums—the Master Plumber should consider accessibility (ADA) requirements for commercial work.

1.2.5 Prohibited Practices

Cross-connections: No connection between the potable water supply and any other source of water or unsafe substance is allowed. This is the basis for backflow prevention requirements.
Traps: Every fixture must have a trap. A fixture cannot be double-trapped (two traps in series) because it can cause drainage failure.
Waste Disposal: No plumbing fixture or drain may discharge into anything other than an approved sanitary sewer or septic system. Storm water must be drained separately.
Chemical Waste: Acid waste must be neutralized before entering the sanitary system, or the piping must be of approved acid-resistant material.

1.3 Minimum Fixture Requirements (IPC Chapter 29)

Chapter 29 provides the minimum number of plumbing fixtures for various occupancies. This is a critical design and inspection responsibility for the Master Plumber.

1.3.1 Occupancy Classifications

The code uses building occupancy classifications (from the IBC) to determine fixture counts. Examples:

A (Assembly): Theaters, churches, restaurants.
B (Business): Offices.
E (Educational): Schools.
F (Factory): Industrial.
I (Institutional): Hospitals, prisons.
M (Mercantile): Retail.
R (Residential): Homes, apartments, hotels.

1.3.2 Water Closets and Lavatories

Table 2902.1 (IPC) lists the minimum number of fixtures. For example:

Business (B): One water closet per 25 occupants for the first 50 occupants, then one per 50 for the remainder. One lavatory per 2 water closets (minimum one).
Assembly (A): One water closet per 125 occupants (male) and one per 65 (female) for certain uses. The code requires separate facilities for males and females in most occupancies.

Exam trap: The fixture count is based on occupant load, not square footage. The occupant load is determined by the building code (IBC Table 1004.5). The Master Plumber must coordinate with the architect or engineer to get the occupant load.

1.3.3 Service Sinks and Drinking Fountains

Service Sink: Required in all occupancies except R-3 (single-family) and R-2 (some multifamily). One service sink is required per building.
Drinking Fountains: Required in most occupancies. The number is based on occupant load (e.g., one per 100 occupants). In certain occupancies (e.g., restaurants), bottled water dispensers may be substituted if approved.

1.3.4 Residential Requirements (IRC)

The IRC (Chapter 29) requires:

At least one bathroom with a water closet, lavatory, and bathtub or shower.
A kitchen sink.
A laundry facility (or space for one) in dwellings with a washing machine hookup.
A water heater.

Field point: For a Master Plumber doing residential work, the IRC is the governing code for one- and two-family dwellings and townhouses up to three stories. The IPC applies to all other buildings. Know which code applies to your project.


1.4 General Installation Requirements (IPC Chapter 3, continued)

1.4.1 Water Supply and Distribution

Shutoff Valves: Each fixture must have an accessible shutoff valve (except water closets, which have a valve at the fixture). The main shutoff valve must be at the point of entry.
Hot Water: Hot water must be supplied to all fixtures that require it (lavatories, sinks, bathtubs, showers). The temperature must not exceed 120°F at public lavatories (scald protection).
Expansion Control: A means of controlling thermal expansion (e.g., expansion tank) is required when a backflow preventer or check valve is installed on the water supply.

1.4.2 Drainage and Venting

Cleanouts: Required at the base of every vertical stack, at every horizontal branch (if the branch is over 5 feet long), and at intervals of 100 feet for horizontal runs. Exam trap: The cleanout must be the same size as the pipe up to 4 inches, and not less than 4 inches for larger pipe.
Venting: Every trap must be vented. The vent must connect to the trap arm within a specified distance (per Table 906.1). The vent must rise vertically (or at 45°) to the vent stack or main vent before any horizontal run.
Grade: Horizontal drainage pipes must be installed in uniform alignment at a slope of ¼ inch per foot for pipes 3 inches and smaller, and ⅛ inch per foot for pipes 4 inches and larger (unless the table allows less).

1.4.3 Traps and Interceptors

Traps: Must be the same size as the fixture drain. The trap seal must be at least 2 inches and not more than 4 inches. Field point: A trap that loses its seal (due to evaporation or siphoning) allows sewer gas into the building—this is a primary cause of callbacks.
Interceptors: Required for grease, oil, sand, or other hazardous materials. A grease interceptor is required for commercial kitchens. The size is based on the flow rate and the amount of grease produced.

Exam strategy: Tab the IPC chapters. Know that Chapter 3 is the "catch-all" for general rules. When in doubt on a question about installation practice, the answer is usually in Chapter 3. For fixture counts, always go to Table 2902.1 and read the footnotes—many exam questions hinge on a footnote (e.g., "urinals may be substituted for water closets, but not more than 50% of the required water closets").


1.6 Practical Field Points and Exam Traps

93.The "Workmanlike Manner" Clause: This is the code official's enforcement tool. As a Master Plumber, you are responsible for the quality of work of your crew. Sloppy work is a code violation, even if it "works."
94.Permit Responsibility: In Colorado, the Master Plumber of record is responsible for obtaining the permit. Working without a permit is a violation that can result in fines and license discipline. The permit must be posted on the job site.
95.Inspection Staging: The Master Plumber must schedule inspections at rough-in and final. The code official must be given access. Do not cover work before inspection—this is a common cause of failed inspections and costly rework.
96.Existing System Upgrades: When adding a bathroom to an old house, the code official may require the entire drainage system to be upgraded if it is undersized. This is a business risk—always scope the existing system before bidding.
97.Fixture Count vs. Occupant Load: The most common exam trap is confusing occupant load with fixture count. The occupant load comes from the building code; the fixture count comes from the IPC. They are different numbers.
98.Slope and Grade: A 3-inch pipe requires ¼ inch per foot. A 4-inch pipe requires ⅛ inch per foot. Do not mix these up. The table (Table 704.1) allows 1/16 inch per foot for 6-inch and larger pipe, but only if the velocity is sufficient.
99.Cleanout Access: Cleanouts must be accessible. A cleanout behind a toilet or under a sink is not accessible. The code requires a clearance of 18 inches in front of the cleanout.
100.Thermal Expansion: In Colorado, with closed water systems (due to backflow preventers), an expansion tank is mandatory. This is a frequent inspection failure.
101.Trap Seal: The minimum trap seal is 2 inches. A trap with a seal less than 2 inches is prohibited. This is why "S" traps are illegal—they can siphon the seal.
102.Cross-Connection Control: Every hose bib on a property must have a backflow preventer (vacuum breaker). This is a simple, code-mandated item that is often missed.

1.7 Summary

The General Regulations chapter (IPC Chapter 3) is the foundation of the code. It sets the rules for how all plumbing systems are installed, protected, and maintained. The Master Plumber must also know Chapter 1 (administration) and Chapter 29 (minimum fixtures). For residential work, the IRC governs, but the principles are similar. On the exam, expect questions that test your ability to apply these rules to real-world scenarios, not just recite them. Use the code book to verify tables and footnotes, and always consider the intent: public health, safety, and welfare.
