1.1 Scope and Definitions

The regulation of plumbing fixtures begins with Chapter 2 of the IPC, which defines the terms that govern every installation. As a master plumber, you are responsible not only for the physical installation but for ensuring that the fixture itself is approved for its intended use. The code defines a plumbing fixture as a receptacle or device that is connected to the water supply and drainage system, either permanently or temporarily. This includes everything from a water closet to a floor drain.

Key definitions you must internalize:

Approved: Acceptable to the code official or authority having jurisdiction (AHJ). This is critical—local amendments may supersede the IPC.
Fixture Supply Pipe: The water supply pipe connecting the fixture to the branch or main supply line.
Trap Seal: The vertical distance between the crown weir and the top of the dip of the trap. The minimum trap seal depth is 2 inches (IPC 1002.2).
Water Closet (WC): A fixture with a water-flushing device that removes human waste. The IPC distinguishes between tank-type and flushometer-valve types, which affects both the required supply pressure and the fixture unit value.

The most heavily tested concept in this chapter is the minimum number of required fixtures for a building. This is found in IPC Table 2902.1, which applies to all occupancies except one- and two-family dwellings (which fall under the IRC). The table is organized by occupancy classification (e.g., Assembly, Business, Educational, Factory, Institutional, Mercantile, Residential, Storage) and lists the minimum number of water closets, urinals, lavatories, bathtubs/showers, drinking fountains, and service sinks.

Critical logic for the exam:

The table provides fixture counts per number of occupants. For example, a business occupancy requires one water closet per 25 occupants for the first 50 occupants, then one per 50 thereafter. You must be able to calculate the number of fixtures for a given occupant load.
Separate facilities are required for each sex where the occupant load exceeds a certain threshold (typically 30 in assembly and 15 in other occupancies, per IPC 2902.2). The code allows unisex or family facilities under specific conditions (IPC 2902.2.1).
Urinals may be substituted for water closets, but only for males, and the substitution cannot exceed 67% of the required water closets (IPC 2902.2.3). This is a common calculation trap—read the table footnotes carefully.
Drinking fountains are required in most occupancies, but the code permits water dispensers (bottle fillers) as an alternative, provided they are accessible and meet the flow requirements.

Exam trap: The IPC table gives minimums for fixtures, not connections. A single lavatory with two faucets still counts as one fixture. Also, service sinks are required in all occupancies except one- and two-family dwellings—do not forget them in a commercial building.


1.3 Fixture Unit Values and Flow Rates

Every fixture has a fixture unit (FU) value that is used to size both the drainage system (DFU) and the water supply system (WSU). These values are found in IPC Table 709.1 (drainage) and IPC Table 604.3 (water supply). The values differ because drainage is based on probability of discharge, while supply is based on peak demand.

Drainage Fixture Units (DFU):

Master-level insight: The flushometer water closet requires a minimum flow pressure of 25 psi at the fixture (IPC 604.5), whereas a tank-type closet only requires 8 psi. This is a design issue—if you are sizing a supply system for a commercial building, the flushometer valves will drive the pressure calculations. The code also requires that flushometer valves be of the non-hold-open type (IPC 425.3) and that they have a vacuum breaker to prevent backflow.

Exam trap: Do not confuse DFU with actual flow in gallons per minute (gpm). A flushometer closet has a DFU of 6 but may flow at 25 gpm for 4 seconds. The FU system is a probability-based method, not a direct flow measurement.


1.4 Water Closets and Urinals

Water Closet Requirements (IPC 424):

Water closets must be vitreous china or approved equivalent, and must have a smooth, non-absorbent surface.
The maximum distance from a water closet to a wall or partition is 15 inches from the centerline to the finished wall (IPC 405.3.1). The minimum is 15 inches, and the clear space in front must be at least 21 inches (but this is an accessibility issue—see ICC A117.1 for the full requirements).
Flushometer valves must be installed so that the valve is accessible for maintenance. The rough-in for a flushometer closet is typically 12 inches from the finished wall to the center of the waste outlet, but this is a manufacturer specification, not a code requirement.
Tank-type closets must have a fill valve that is anti-siphon and a flush valve that is non-hold-open. The tank must be capable of flushing the fixture with no more than 1.6 gallons (6.0 liters) per flush (IPC 424.2).

Urinal Requirements (IPC 419):

Urinals must be water-supplied and have a flush valve or automatic sensor. The maximum flush volume is 1.0 gallon (3.8 liters) per flush (IPC 419.2).
Waterless urinals are permitted, provided they meet the requirements of the standard (ASME A112.19.2) and are installed with a trap primer or a trap seal liquid that is approved. This is a common field issue—waterless urinals require a special cartridge that must be replaced periodically, and the trap must be protected from sewer gas.

Exam trap: The code requires that public use water closets be located in separate compartments if there are two or more in a room (IPC 405.3.3). This is a common inspection finding in commercial buildings.


1.5 Lavatories and Sinks

Lavatory Requirements (IPC 421):

Lavatories must have a smooth, non-absorbent surface and be connected to both hot and cold water (unless a tempering valve is used for a single-supply installation).
The maximum flow rate for a lavatory faucet is 2.2 gpm at 60 psi (IPC 425.1). However, many jurisdictions require lower flow rates (1.5 gpm or less) under local water conservation codes.
Sensor-operated faucets must be of the type that automatically shuts off after a maximum of 30 seconds (IPC 425.2). This is a code requirement, not just a manufacturer option.

Sink Requirements (IPC 422):

Kitchen sinks, service sinks, and laundry sinks must be connected to a waste receptor (trap) and must have a strainer or perforated basket to prevent large solids from entering the drainage system.
Service sinks (mop sinks) are required in all occupancies except one- and two-family dwellings (IPC 2902.1). They must have a floor drain or be installed over a floor drain.

Exam trap: A bar sink (or prep sink) is not a lavatory. It is classified as a sink and must be trapped separately. Do not assume that a sink with a gooseneck faucet is a lavatory—the code defines a lavatory as a fixture used for washing the hands, face, or hair.


1.6 Bathtubs and Showers

Bathtub Requirements (IPC 420):

Bathtubs must have a waste outlet with a stopper or drain that is accessible. The overflow opening must be at least 1 inch below the rim.
The trap for a bathtub must be 1½ inches in diameter (IPC 1002.3) and must be located within 24 inches of the fixture outlet (IPC 1002.1).
Whirlpool bathtubs (air-jet or water-jet) must be installed in accordance with the manufacturer’s instructions and must have a vacuum breaker on the supply line (IPC 420.2). The pump must be accessible for maintenance.

Shower Requirements (IPC 425):

Shower compartments must have a minimum interior dimension of 30 inches (900 mm) in any direction, and the minimum area is 900 square inches (IPC 425.1). This is a common trap—a 30-inch square is the minimum, but many inspectors require 36 inches for accessibility.
The shower valve must be a pressure-balancing or thermostatic mixing valve that limits the maximum outlet temperature to 120°F (IPC 425.4). This is a critical safety requirement and is tested on the exam.
Shower heads must have a maximum flow rate of 2.5 gpm at 80 psi (IPC 425.1). The code also requires that the shower head be at least 80 inches above the floor (unless it is a handheld unit).

Field point: When installing a shower, the curb (or threshold) must be at least 2 inches below the finished floor level of the surrounding area to prevent water damage. The liner must be installed before the final floor finish, and a flood test is often required by the AHJ.


1.7 Drinking Fountains and Water Coolers

Drinking Fountain Requirements (IPC 411):

Drinking fountains must be accessible and located in accordance with the occupancy table (IPC 2902.1). They must have a stream regulator that provides a smooth, steady stream.
The minimum flow rate is 0.75 gpm (IPC 411.2), and the fountain must be capable of delivering water at a temperature of 50°F to 60°F if it is a water cooler.
Bottle-filling stations are permitted as an alternative to drinking fountains, but they must be connected to the water supply and have a backflow preventer (IPC 411.3).

Exam trap: The code does not require a drinking fountain in every occupancy. For example, in a business occupancy, the table requires one drinking fountain per 100 occupants. In a factory, the requirement is one per 100 occupants. But in a storage occupancy, the requirement may be waived if the occupant load is low. Always check the table.


1.8 Floor Drains and Emergency Fixtures

Floor Drains (IPC 412):

Floor drains are required in public restrooms, shower rooms, and laundry rooms (IPC 412.2). They must have a trap with a minimum 2-inch seal and must be connected to the drainage system.
Floor drains in mechanical rooms and boiler rooms are often required by the mechanical code, not the plumbing code. However, the plumbing code requires that floor drains be trap-primed if they are not used regularly (IPC 1002.4). This is a common field issue—a floor drain that dries out will allow sewer gas to enter the building.

Emergency Fixtures (IPC 427):

Emergency showers and eyewash stations are not plumbing fixtures under the IPC; they are regulated by the ANSI Z358.1 standard. However, the plumbing code requires that they be connected to the water supply and drainage system in accordance with the manufacturer’s instructions.
The waste from an emergency shower must be connected to the drainage system, but the trap must be primed to prevent sewer gas entry. This is a common design issue in laboratories and industrial facilities.

1.9 Accessibility and Clearances

The IPC references the ICC A117.1 standard for accessibility, but the plumbing code itself contains several specific requirements:

Water closets must have a clear space of at least 30 inches by 48 inches in front (IPC 405.3.1).
Lavatories must have a knee space of at least 27 inches high, 30 inches wide, and 19 inches deep (IPC 405.3.2).
Showers must have a seat and grab bars if they are in an accessible unit (IPC 425.1).

Master-level insight: The exam will often test your ability to identify the minimum clearances, but the AHJ may require more. Always check the scoping requirements in the International Building Code (IBC) for the number of accessible fixtures required.

IRC note: For one- and two-family dwellings, the IRC requires a minimum of one water closet, one lavatory, one bathtub or shower, and one kitchen sink. The IRC does not use the occupancy table approach; it is prescriptive.


1.11 Common Exam Traps

108.Fixture counts vs. fixture units: The minimum number of fixtures is based on occupant load (Table 2902.1), but the sizing of the system is based on fixture units (Tables 709.1 and 604.3). Do not mix these.
109.Urinal substitution limit: You can substitute urinals for up to 67% of the male water closets, not the total.
110.Flushometer pressure: A flushometer valve requires 25 psi at the fixture; a tank-type closet requires only 8 psi. This affects the entire supply system design.
111.Shower valve temperature: The maximum outlet temperature is 120°F, not 110°F or 130°F.
112.Trap seal depth: The minimum is 2 inches, but a floor drain in a public restroom may require a deeper seal if it is not primed.
113.Service sink requirement: Do not forget the service sink in commercial buildings—it is a common omission in design.
114.Drinking fountain flow: The minimum flow is 0.75 gpm, but the maximum is not specified in the IPC—it is in the fixture standard.

1.12 Field Responsibility of the Master Plumber

As the master plumber, you are the responsible licensed person on the job. This means you must:

Verify that all fixtures are listed and approved for the intended use.
Ensure that rough-in dimensions match the fixture manufacturer’s specifications before the finish work begins.
Conduct a hydrostatic test of the supply system and a smoke or water test of the drainage system before covering (IPC Chapter 31).
Provide the AHJ with as-built drawings if the installation deviates from the approved plans.

Final field point: The code is a minimum standard. When you install a fixture, consider the maintenance access—a trap that is inaccessible behind a finished ceiling is a code violation, even if the fixture itself is compliant. The master plumber’s job is not just to pass inspection, but to protect the health and safety of the building’s occupants for the life of the system.
