1.1 The Regulatory Framework: IPC Chapter 4 and Its Role

The 2018 IPC organizes fixture and fitting requirements primarily in Chapter 4 (Fixtures, Faucets, and Fixture Fittings). This chapter is foundational because it establishes the minimum standards for the physical devices that consume or receive water and discharge waste. As a master plumber, you are not merely installing hardware — you are ensuring that the design meets the minimum public health and safety standards adopted by Delaware. The code is a floor, not a ceiling; local amendments may impose stricter requirements.

Chapter 4 is divided into logical segments: general regulations (Section 401), fixture types and specific requirements (Sections 402–424), and the critical minimum fixture count table (Table 403.1). You must know the difference between a requirement (e.g., “water closets shall be made of vitreous china”) and a performance standard (e.g., “fixtures shall be connected to a sanitary sewer or approved private sewage system”).


1.2 Minimum Number of Fixtures: Table 403.1 and Occupancy Classifications

The single most tested concept in this chapter is Table 403.1, which dictates the minimum number of required plumbing fixtures based on occupancy type and occupant load. The table is organized by occupancy classification (Assembly, Business, Educational, Factory, Institutional, Mercantile, Residential, Storage) and then by specific use (e.g., theaters, hospitals, offices, restaurants).

1.2.1 Occupant Load Determination

Before you can use Table 403.1, you must determine the occupant load. The IPC directs you to the International Building Code (IBC) for occupant load calculations, not to the plumbing code itself. However, the plumbing code provides a fallback: if the IBC is not adopted or the load is not known, you may use one occupant per fixture-serving area based on the net floor area per occupant from Table 403.1’s footnotes. In practice, the architect or engineer provides the occupant load; your job is to verify it is reasonable and to apply it correctly.

Exam trap: Do not confuse occupant load with number of employees or number of beds. For example, in a hospital, the patient bed count drives the fixture requirement for patient areas, but the staff areas are calculated separately based on the number of staff on the largest shift.

1.2.2 Public vs. Private vs. Assembly Occupancies

The IPC categorizes fixtures into three service classes, which affect the required ratio:

Public: Fixtures available to the general public (e.g., in a restaurant lobby, theater, or store). These require the most stringent ratios (e.g., 1 water closet per 125 males).
Private: Fixtures in a dwelling unit or for the exclusive use of a family or individual (e.g., a master bathroom). Ratios are more generous (e.g., 1 water closet per dwelling unit).
Assembly: A subset of public occupancy where the occupant load exceeds 1,000 persons. This triggers a separate set of ratios for water closets and lavatories, often requiring additional fixtures beyond the base public count.

Practical field point: When you review a set of drawings for a large venue (e.g., a concert hall with 2,500 seats), you must check both the public column (for general use) and the assembly column (for the overflow crowd). The code requires the greater of the two calculations, not the sum.

1.2.3 The Calculation Method

The method is straightforward but error-prone:

28.Determine the occupant load per occupancy group.
29.Separate male and female occupant loads. If the gender split is not known, the code presumes 50% male / 50% female unless the design documents specify otherwise.
30.Apply the ratio from Table 403.1 for each fixture type (water closets, lavatories, drinking fountains, etc.).
31.Round up to the next whole number — fractional fixtures are not permitted.
32.Sum the fixtures for each category.

Example: A business occupancy with 300 occupants (150 male, 150 female). Table 403.1 requires 1 water closet per 25 males and 1 per 25 females for public occupancies. Therefore, you need 150 ÷ 25 = 6 water closets for males and 6 for females. If the ratio were 1 per 30, you would need 150 ÷ 30 = 5.0, which is exactly 5 — no rounding needed. But if it were 1 per 40, you would need 3.75, which rounds up to 4.

Exam trap: The rounding rule applies per gender, not to the combined total. Do not calculate 300 ÷ 50 = 6 and assume 3 per gender. Always split first, then round.


1.3 Urinals and Substitution Rules

Section 403.1.1 permits a critical substitution: in public and assembly occupancies, you may substitute urinals for up to 50% of the required male water closets. This substitution is not permitted in private occupancies (dwelling units) or in certain institutional settings (e.g., prison cells).

Example: If 8 male water closets are required, you may install 4 urinals and 4 water closets. You may not install 5 urinals and 3 water closets.

Exam trap: The 50% substitution is based on the required number, not the installed number. If you voluntarily install more water closets than required, you cannot then add urinals beyond the 50% cap of the required count.


1.4 Fixture Requirements by Type

1.4.1 Water Closets (Section 402)

Material: Must be vitreous china, stainless steel, or other approved non-absorbent material. No plastic water closet bowls are permitted.
Flush capacity: The 2018 IPC requires water closets to use not more than 1.6 gallons per flush (gpf). However, the code also recognizes the U.S. EPA WaterSense program; if a local ordinance requires 1.28 gpf, the IPC does not preempt it. Delaware adopts the IPC without statewide amendment on this point, but local jurisdictions may vary.
Flush valve vs. tank: Flushometer valves must be designed to prevent siphoning and must have a vacuum breaker. Tank-type closets must have an anti-siphon ballcock.
Seat requirements: Public water closets must have open-front seats (no elongated full-cover seats) to facilitate cleaning and prevent disease transmission. This is a hygiene requirement, not a comfort one.
Clearance: The centerline of the water closet must be at least 15 inches from any side wall or partition, and the front clearance must be at least 21 inches (but 30 inches is required in many accessible designs per ICC A117.1).

Practical field point: As the master plumber, you are responsible for verifying that the rough-in dimensions match the selected fixture. A common error is roughing in a 12-inch rough-in for a 10-inch rough-in bowl, resulting in a gap behind the bowl that violates the 15-inch centerline rule.

1.4.2 Urinals (Section 403.1.1 and 404)

Type: Urinals may be wall-hung, floor-mounted, or trough-type. Trough urinals are rarely used today but are still permitted in some occupancies.
Flush capacity: The 2018 IPC limits urinals to 1.0 gpf maximum. Waterless urinals are permitted if they meet the requirements of Section 404.1 (they must be listed and labeled, and the trap seal must be maintained by a chemical or other means).
Height: The rim of a wall-hung urinal must be no more than 17 inches above the finished floor for accessible installations (per ICC A117.1), but the standard height for general use is typically 24 inches.

Exam trap: Waterless urinals are not exempt from the venting requirements. They still require a vent to the sanitary drainage system, and the trap seal must be maintained. A common misconception is that a waterless urinal needs no trap — it does, but the seal is maintained by a cartridge or liquid sealant.

1.4.3 Lavatories and Sinks (Sections 402 and 410)

Lavatories (hand-washing fixtures) must have a faucet that delivers water at a temperature not exceeding 110°F in public occupancies to prevent scalding. This is a maximum temperature, not a minimum.
Sinks (kitchen, mop, service sinks) are not subject to the 110°F limit, but they must have a mixing valve or combination faucet if hot and cold water are supplied.
Faucet flow rate: The 2018 IPC limits lavatory faucets to 2.2 gallons per minute (gpm) at 60 psi. However, public lavatories often use metering faucets, which must deliver a maximum of 0.5 gallons per cycle (per the IPC’s reference to ASME A112.18.1).

Practical field point: For commercial kitchens, the code requires a service sink (mop sink) in all occupancies where cleaning activities occur. This is a separate fixture from the hand-washing lavatory. The hand-washing sink must be located within 25 feet of the food preparation area (per the Food Code, which the IPC references indirectly).

1.4.4 Drinking Fountains (Section 410)

Minimum number: Table 403.1 requires one drinking fountain per 100 occupants for most occupancies. However, the code permits a substitution: you may install a water cooler with a bottle-filling station, but the bottle-filling station does not count toward the required number of drinking fountains.
Accessibility: At least one drinking fountain must be accessible per ICC A117.1, with a spout height of 30–36 inches and knee clearance below.
Location: Drinking fountains must be located in a public area, not in a restroom. They must not be installed in a toilet room, per Section 410.1.

Exam trap: The 2018 IPC does not require drinking fountains in all occupancies. For example, in a business occupancy with fewer than 100 occupants, the table may show “1 per 100” — but if the occupant load is 50, you still need 1 (rounding up). However, in a storage occupancy, the table may not require any drinking fountains. Read the table carefully.


1.5 Fixture Fittings and Traps

1.5.1 Faucets and Supply Fittings (Section 424)

All fixtures must be provided with an adequate supply of hot and cold water, except where the code specifically permits cold water only (e.g., water closets, urinals, and some commercial sinks). The master plumber must ensure that:

Each fixture has an individual shut-off valve (except bathtubs and showers, which may share a valve).
Supply pipes are sized per Table 610.3 (fixture unit values) and Chapter 6 (water supply and distribution).
Backflow prevention is provided at the point of connection if the fixture has a hose thread (e.g., a mop sink or laundry tray).

1.5.2 Traps (Section 402.5 and Chapter 10)

Every fixture that discharges wastewater must have a trap. The trap must be:

Self-scouring (designed to clean itself with each flush).
Vented to prevent siphoning.
Accessible for cleaning (a trap cannot be concealed behind a finished wall or floor without an access panel).

Exam trap: The IPC prohibits traps with moving parts (e.g., mechanical traps) except where specifically approved. The only approved trap designs are the P-trap, S-trap (in limited cases), and the drum trap (for bathtubs in existing installations). Bottle traps are permitted for lavatories only if they meet the dimensional requirements and are not used in public occupancies.


1.6 Accessibility and the Master Plumber’s Role

The 2018 IPC does not contain the full text of accessibility requirements; it references ICC A117.1 (Accessible and Usable Buildings and Facilities) and the federal Americans with Disabilities Act (ADA). As the licensed master plumber, you are expected to know the key plumbing-related dimensions:

Water closet clearance: 60 inches minimum clear space from the side wall, with the toilet centered 16–18 inches from the wall.
Lavatory height: The rim must be no higher than 34 inches, with knee clearance of at least 27 inches high and 30 inches wide.
Showers: A transfer-type shower must be 36 × 36 inches minimum; a roll-in shower must be 30 × 60 inches minimum.
Grab bars: The plumbing rough-in must accommodate grab bars that support 250 pounds, mounted 33–36 inches above the floor.

Practical field point: The master plumber is often the last person to see the open walls before they are closed. You must verify that the rough-in dimensions for accessible fixtures are correct before the tile or drywall is installed. A common error is installing the water closet flange at 15 inches from the side wall (the minimum for non-accessible) when the project requires 18 inches for accessibility.


1.7 Fixture Units and Drainage Sizing (Cross-Reference)

While this chapter focuses on fixtures, you must understand the relationship between fixtures and the drainage system. Each fixture is assigned a fixture unit (FU) value in Table 709.1. For example:

Water closet (1.6 gpf or less): 3 FU
Lavatory: 1 FU
Kitchen sink: 2 FU
Bathtub: 2 FU
Shower (per head): 2 FU
Urinal: 2 FU (but 4 FU for a 1.0 gpf urinal in some tables — check the footnotes)

These values are used to size the sanitary drainage piping in Chapter 7 and the vent system in Chapter 9. A master plumber must be able to convert fixture counts to fixture units quickly, as this is the basis for pipe sizing.

Exam trap: The FU value for a water closet depends on the flush volume. A 1.6 gpf water closet is 3 FU, but a 3.5 gpf (older) water closet is 4 FU. When you are sizing a drain for a building with mixed fixtures, you must use the correct FU value for each fixture.

1.9 Common Exam Traps and Field Pitfalls

1.10 The Master Plumber’s Responsibility

As the holder of a Delaware Master Plumber license, you are the person legally responsible for the plumbing system’s compliance. This means you must:

Review the architectural drawings for occupant load and fixture count before the plumbing rough-in begins.
Verify the fixture schedule matches the actual fixtures delivered to the site. A substitution from a 1.28 gpf to a 1.6 gpf water closet may affect the FU value and drain sizing.
Coordinate with the mechanical and electrical trades for accessible clearances, grab bar blocking, and faucet reach.
Document your calculations in the event of an inspection dispute. The inspector is not obligated to accept your verbal reasoning; a written fixture count table is your best defense.
