1.1 The Legal Framework: TAS, IPC, and the Master Plumber’s Duty
The Texas Accessibility Standards are adopted under Texas Government Code Chapter 469 and enforced by the Texas Department of Licensing and Regulation (TDLR). For the Texas Master Plumber exam, TAS is not a standalone plumbing code — it is a set of design and construction requirements that the IPC incorporates by reference. The 2018 IPC, in Section 1101.2, states that plumbing fixtures and facilities shall be provided in accordance with the accessibility requirements of the applicable state or local law. In Texas, that law is TAS.
As a master plumber, you are the responsible licensed person on the permit. You are not merely installing pipe — you are certifying that the plumbing system meets all applicable laws, including TAS. The Texas State Board of Plumbing Examiners (TSBPE) rules hold you accountable for code compliance even if the architect or engineer drew the plans. If a fixture is installed at the wrong height or a toilet room lacks the required clear floor space, the master plumber shares liability.
Key exam point: TAS applies to all public buildings and facilities, commercial structures, and certain multi-family residential buildings (those with four or more dwelling units). Single-family homes, duplexes, and agricultural buildings are generally exempt, but check the specific occupancy classification.
1.2 Scoping: How Many Accessible Fixtures Are Required?
Scoping rules tell you how many accessible fixtures are needed. TAS follows the federal Americans with Disabilities Act (ADA) Standards for scoping, but with Texas-specific amendments. The IPC Chapter 29 (Plumbing Fixtures) sets the total number of fixtures based on occupancy load; TAS then requires a percentage of those to be accessible.
1.2.1 Toilet Rooms and Bathing Rooms
For each toilet room or bathing room, at least one of each type of fixture must be accessible. This is a minimum — it does not depend on the total fixture count. For example, if a men’s toilet room has two water closets and one urinal, at least one water closet and one urinal must be accessible. If there is only one water closet, it must be accessible.
Exam trap: The requirement is per toilet room, not per floor or per building. If a building has four separate single-occupant toilet rooms on one floor, each of those four rooms must contain accessible fixtures. You cannot consolidate accessibility into one room and leave the others inaccessible.
1.2.2 Multi-Fixture Toilet Rooms (The 5% Rule)
When a toilet room contains more than six fixtures of a given type, the number of accessible fixtures of that type is calculated as a percentage. TAS requires that at least 5% of water closets and lavatories in a multi-fixture room be accessible, but never fewer than one.
Calculation example: A women’s toilet room has 20 water closets. 5% of 20 = 1.0, so one accessible water closet is required. If the room had 30 water closets, 5% = 1.5, which rounds up to 2 accessible water closets. Rounding is always up to the next whole number when the result is not an integer.
Exam trap: The 5% applies separately to each fixture type. You do not add water closets and urinals together. Urinals have their own rule — see below.
1.2.3 Urinals
TAS requires that at least one urinal in each toilet room be accessible, but only if the room contains urinals at all. The accessible urinal must be of the stall type or wall-hung type with the rim at a maximum of 17 inches above the finished floor. A floor-mounted urinal cannot be made accessible.
1.2.4 Drinking Fountains
At least 50% of drinking fountains on a floor must be accessible to persons using wheelchairs, and the remainder must be accessible to persons standing (the "hi-lo" configuration). Where only one drinking fountain is provided on a floor, it must be accessible to wheelchair users. The IPC Chapter 29 requires drinking fountains based on occupancy; TAS then imposes the 50/50 split.
1.3 Clear Floor Space and Reach Ranges
Accessibility is not just about fixture height — it is about the space around the fixture that allows a person using a wheelchair to approach, transfer, and operate the fixture.
1.3.1 Clear Floor Space Dimensions
The minimum clear floor space for an accessible fixture is 30 inches by 48 inches. This space must be free of obstructions, including pipes, pedestals, and door swings. For a forward approach (approaching the fixture straight on), the clear floor space must be positioned so the person can get within reach of the fixture. For a parallel approach (approaching from the side), the space is oriented differently.
Water closets: The clear floor space for a water closet must be at least 60 inches wide and 56 inches deep (for a wall-mounted fixture) or 59 inches deep (for a floor-mounted fixture). This space must be centered on the water closet and must allow for a side transfer. The toilet paper dispenser must be installed within reach — typically 7 to 9 inches from the front edge of the water closet, mounted at a height of 15 to 48 inches above the floor.
Lavatories: The clear floor space in front of a lavatory must be at least 30 inches wide and 48 inches deep. The lavatory must have a knee clearance of at least 27 inches high, 30 inches wide, and 19 inches deep beneath the apron. The bottom of the lavatory (including pipes and traps) must be no lower than 27 inches above the floor. Insulation or protective covers are required on exposed hot water pipes under the lavatory to prevent burns.
1.3.2 Reach Ranges
The maximum side reach is 48 inches above the floor, and the minimum is 15 inches. The maximum forward reach is also 48 inches, but if the reach is over an obstruction (such as a countertop), the maximum is reduced to 44 inches. For a lavatory, the faucet controls must be within this reach range.
Exam trap: Faucet controls must be operable with one hand, without tight grasping, pinching, or twisting of the wrist. Lever handles, wrist-blade handles, or sensor-operated (automatic) faucets are acceptable. Cross-handled faucets are not compliant.
1.4 Fixture Mounting Heights and Locations
1.4.1 Water Closets
The seat height of an accessible water closet must be 17 to 19 inches above the finished floor, measured to the top of the seat. This applies to both public and common-use toilet rooms. Residential water closets (in dwelling units) are typically 14 to 15 inches, but those are not subject to TAS unless the building is multi-family with four or more units.
The flush control must be mounted on the wide side of the toilet (the side away from the wall) or on the front. It must be operable with one hand, without tight grasping, and must not require more than 5 pounds of force to activate. The flush control must be no higher than 44 inches above the floor.
Exam trap: A flushometer valve with a side-mounted handle is acceptable if mounted on the transfer side. A top-mounted push button is acceptable. A flushometer requiring two hands or a foot pedal is not acceptable.
1.4.2 Lavatories
The rim of an accessible lavatory must be no higher than 34 inches above the finished floor. The lavatory must have a clear knee space as described above. The faucet must be located no more than 48 inches from the floor, and the water temperature must be regulated to a maximum of 120°F at the point of delivery to prevent scalding — this is also an IPC requirement (Chapter 5, Section 504.2) for public lavatories.
1.4.3 Urinals
The rim of an accessible urinal must be no more than 17 inches above the finished floor. The urinal must have a clear floor space of 30 inches by 48 inches in front, allowing a forward approach. The flush control must be mounted no higher than 44 inches above the floor and must be operable with one hand.
1.4.4 Bathtubs and Showers
Where bathtubs are provided, at least one must be accessible. The tub must have a seat (either built-in or removable) at a height of 17 to 19 inches, grab bars on the back and side walls, and a handheld shower spray with a hose of at least 60 inches. The shower controls must be on the side wall nearest the seat, within reach of a person seated in the tub.
Where showers are provided, at least one must be a roll-in shower with a minimum clear floor space of 30 inches by 60 inches, a curb that is no higher than ½ inch, and a foldable seat. The shower spray must be a handheld unit with a 60-inch hose, and the controls must be within reach of the seat.
1.5 Signage and Directional Markers
The master plumber is not responsible for installing signage, but you must understand where signage is required because it affects fixture placement and door swing clearances.
Any toilet room or bathing room that is not accessible must be identified with a sign indicating the location of the nearest accessible facility. This sign must include the International Symbol of Accessibility. Additionally, accessible toilet rooms must be identified with the symbol. The sign must be mounted at 60 inches to the centerline above the finished floor, and the door must not swing into the clear floor space of any accessible fixture.
Exam trap: If a building has an accessible toilet room on the first floor but not on the second, the second-floor toilet room must have a directional sign pointing to the first-floor accessible room. This is a common plan-review finding.
1.6 Alterations and Historic Buildings
When an existing building undergoes alteration, the accessibility requirements apply only to the area being altered, but there is a "path of travel" obligation. If the alteration affects the usability of a toilet room, the path of travel to that toilet room (including hallways, doorways, and ramps) must be made accessible, up to 20% of the alteration cost.
Historic buildings: TAS allows alternative standards for qualified historic buildings if strict compliance would threaten or destroy the historic significance. However, the master plumber must document this determination and obtain approval from TDLR before proceeding. This is rarely tested in depth, but you should know that the exemption is not automatic.
1.7 The Master Plumber’s Field Responsibilities
On the job site, the master plumber is responsible for:
Common field error: Installing a lavatory at 34 inches to the rim but failing to insulate the hot water supply pipe under the basin. The pipe is exposed and creates both a burn hazard and a violation of the knee clearance requirement.

1.10 Business-Level Responsibility
As a master plumber, you are often the last line of defense before a building is occupied. Architects may draw plans that are technically compliant, but field conditions change. When you encounter a conflict between the plumbing layout and TAS requirements, you have a duty to stop work and request a clarification from the design professional or the authority having jurisdiction. Proceeding with a non-compliant installation — even if the plans show it — exposes you to license discipline, civil liability, and the cost of demolition and reinstallation.
Document all accessibility-related decisions in writing. If you install a fixture at a different height due to a field condition, obtain a written approved deviation from the building official before proceeding. This protects you and your license.
