Intent (Section 101.3): The code is not intended to be retroactive unless a hazard exists. New work must comply; existing work is generally grandfathered unless altered.

Plumbing system: Includes the water supply and distribution pipes, plumbing fixtures and traps, drainage, venting, and building drains and sewers, including their respective connections, devices, and appurtenances.
Drainage system: Piping that conveys sewage, rainwater, or other liquid waste to a point of disposal. Does not include the public sewer.
Vent system: Piping installed to provide a flow of air to or from a drainage system, or to provide a circulation of air within such system to protect trap seals.
Trap seal: The vertical distance between the weir and the crown of a trap.
Fixture unit: A unit of measure assigned to a fixture that represents its hydraulic load on the drainage system. One fixture unit equals approximately 7.5 gallons per minute (gpm) for drainage, but the relationship is not linear.
Building drain: The lowest piping that receives discharge from soil, waste, or other drainage pipes inside the building and conveys it to the building sewer.
Building sewer: The piping that connects the building drain to the public sewer or other point of disposal.
Stack: A vertical main line of soil, waste, or vent piping.
Water hammer: The pressure surge caused by the sudden stoppage of water flow.
Backflow: The flow of water or other liquids into the potable water supply from any source other than the intended source.
Air gap: The unobstructed vertical distance through free atmosphere between the lowest opening from a pipe or faucet and the flood-level rim of a receptacle.
Exam trap: The code defines a "plumbing fixture" as a receptacle or device that is either permanently or temporarily connected to the water supply or drainage system. A floor drain is a fixture; a mop sink is a fixture; a drinking fountain is a fixture. Know what counts as a fixture for load calculations.

Within that chapter, look for the specific section number that matches the fixture or condition in the question.
1.5 General Regulations and Field Practice (Chapter 3)
Chapter 3 contains the "catch-all" requirements that apply across all systems. This is one of the most heavily tested chapters on the exam because it addresses everyday field conditions.
Key Sections to Know:
Section 301 – General: Systems must be installed in accordance with the code and the manufacturer’s instructions. This is a critical point: the code official can require compliance with manufacturer’s installation instructions even if the code is silent on a specific detail.
Section 303 – Materials: All materials must be of approved type and free from defects. Used materials must be reconditioned and approved.
Section 305 – Protection of Pipes: Pipes must be protected from damage due to freezing, corrosion, and physical impact. Pipes in or under concrete slabs must be installed in a manner that prevents damage.
Section 306 – Trenching and Backfilling: Trenches must be excavated to provide proper slope and support. Backfill must be free from rocks and debris that could damage the pipe.
Section 307 – Cutting, Notching, and Repair: Holes and notches in structural members must not reduce the structural capacity below safe limits. This is a common point of conflict between plumbers and building inspectors.
Section 308 – Workmanship: This section requires that all work be performed in a "workmanlike manner." This is a broad standard that the code official interprets. It includes proper alignment, support, and connection of piping.
Section 309 – Protection of the Potable Water Supply: Every potable water supply system must be protected against backflow and back-siphonage. This is the foundation for the entire backflow prevention program.
Section 312 – Tests: The permit holder must test the system upon completion. Drainage and vent systems are tested with water or air; water supply systems are tested with water pressure. Typical test pressures: Water supply systems are tested at not less than 1.5 times the working pressure, but not less than 100 psi. Drainage systems are tested with a 10-foot head of water or equivalent air pressure.
Section 313 – Contamination Prevention: Water heaters and similar equipment must be protected from contamination by backflow.
Section 314 – Fixture Access: Access must be provided to all fixtures and piping for maintenance and inspection. This is why cleanouts and access panels are required.
Section 315 – Structural Safety: Cutting or notching of structural members must be minimized. The code official may require additional support or reinforcement.
Section 316 – Health and Safety: This section requires that plumbing work not create unsanitary conditions. It also addresses the handling and disposal of hazardous materials.

Water Supply Sizing (Chapter 6)
Water supply piping is sized based on fixture units and available pressure. The process is:

82.Determine the demand (in gpm) from the fixture unit total using the appropriate curve or table.

Key point: The code requires that the minimum water pressure at any fixture be 8 psi for most fixtures, but 20 psi for flush valves. The Master Plumber must ensure the system can deliver this under peak demand.
Drainage System Sizing (Chapter 7)
Drainage piping is sized based on drainage fixture units (dfu) and the slope of the pipe. The code provides tables for horizontal and vertical piping. Important rules:
The minimum slope for a drainage pipe is typically ¼ inch per foot for pipes 3 inches and smaller, and ⅛ inch per foot for pipes 4 inches and larger (unless the pipe is oversized).
Vertical stacks have different capacity than horizontal branches. A stack can carry more flow because of the vertical drop.
Cleanouts are required at the base of each stack, at intervals not exceeding 100 feet in horizontal runs, and at every change of direction greater than 45 degrees.
Vent Sizing (Chapter 9)
Vents are sized based on the drainage fixture units they serve and the length of the vent. The code provides tables for:
Individual vents (one fixture)
Circuit vents (multiple fixtures on a horizontal branch)
Wet vents (a vent that also carries drainage from a fixture)
Exam trap: The maximum length of a vent is measured from the trap weir to the vent connection, not the total length of the vent pipe. Know the difference between the developed length of the vent and the distance to the trap.
1.7 Supervision and Accountability
As a Master Plumber, you are responsible for the work performed under your supervision. This includes:
Verifying that journeyman plumbers and apprentices hold valid licenses.
Ensuring that work is performed in accordance with approved plans and the code.
Scheduling and attending inspections.
Correcting deficiencies identified by the code official.
The code does not define "supervision" in detail, but the Virginia Board for Contractors interprets it as direct, on-site oversight of the work. A Master Plumber who signs a permit application is certifying that the work will be performed under their control and responsibility.

1.8 Common Exam Traps and How to Avoid Them
108.Confusing fixture units with flow rates. A water closet has a drainage fixture unit value of 3 dfu, but its actual flow rate can be 3–6 gpm depending on the flush mechanism. Use the correct table for the correct purpose.
109.Overlooking the "minimum" language. The code sets minimums, not maximums. A question that asks "what is the minimum slope for a 3-inch pipe?" is testing your knowledge of the table, not your judgment.
110.Ignoring the fixture’s flood-level rim. Many trap and vent questions depend on the relationship between the trap weir, the crown, and the flood-level rim. Draw a simple diagram if needed.
111.Misapplying the 8 psi rule. The 8 psi minimum pressure applies at the fixture outlet, not at the water heater or the main shutoff valve. Account for elevation and friction losses.
112.Forgetting that the code is minimum. A Master Plumber may choose to exceed code requirements. The exam tests whether you know the minimum acceptable standard, not the best practice.
113.Not knowing the difference between a vent and an overflow. A vent protects the trap seal; an overflow provides a visible warning of a full fixture. They are not interchangeable.
114.Using the wrong edition of a referenced standard. The IPC references specific editions of ASTM, ASME, and other standards. When a question asks about a material standard, the answer is the edition listed in Chapter 13, not the latest edition published by the standards organization.
1.9 Professional Conduct and Ethics
The Virginia Board for Contractors holds licensed plumbers to a standard of professional conduct. Violations can result in license suspension, revocation, or fines. Key obligations include:
Honesty in permit applications: Do not misrepresent the scope of work or the identity of the responsible licensed person.
Cooperation with inspections: Do not conceal work before inspection. Do not interfere with a code official’s duties.
Continuing competence: Stay current with code changes and new technologies. The code is updated every three years; Virginia adopts new editions on a schedule.
Financial responsibility: Complete work for which you have contracted. Abandonment of a project is grounds for disciplinary action.
