What Is the Colorado Master Plumber License?

In Colorado, plumbing licensure is regulated by the Colorado State Plumbing Board — a board inside the Division of Professions and Occupations of the Department of Regulatory Agencies (DORA) — and the licensing examinations are delivered by PSI Services LLC at a network of computer examination centers in the state. The board has contracted with PSI to conduct its examination program, and PSI works with the state so that examinations meet local as well as national requirements in basic principles and examination development standards.

The examination bulletin is written for the whole program, not only for the master credential: it covers Residential, Journeyworker and Master Plumbers, and each of those levels is a separate examination with its own content outline. At a glance: the Master Plumber exam is 120 scored items in 270 minutes with a 70% (84 items correct) pass line; the Journeyworker Plumber and Residential Plumber exams are 100 scored items in 240 minutes each, with a 70% (70 items correct) pass line. One thing worth understanding before you prepare, because it shapes everything else: the Colorado Master Plumber exam is taken with the code supplied. The exam is graded on 120 scored items and the pass line is a fixed percentage of them, so the whole game is code navigation, reading an isometric correctly, and knowing the formulas that are not handed to you.

The Code the State Adopted, and the Edition the Bulletin Still Publishes

These are two different facts, and the bulletin publishes both of them a few lines apart, so read this part twice rather than smoothing it over.

• The state code is the 2024 edition. Under 3 CCR 720-1 §1.2.A, effective 14 August 2026, the Board adopts the IPC 2024 (with the chapters, appendices and modifications the rule sets out) and the IRC 2024, with additions, revisions and deletions — the Colorado Plumbing Code.
• The bulletin in force still references the 2021 edition. The bulletin read for this guide (updated 9/3/2026) states that all examination questions are consistent with the 2021 edition of the IPC and the 2021 edition of the IRC, and announces the changeover in its own words: starting November 1, 2026 the exams will update to the 2024 IRC and IPC, and the 2021 IRC and IPC will be available upon request until February 1st 2027.

That is not a contradiction to be papered over; it is the exam's edition lag, published. Which edition you will actually meet depends on your test date and on the form being administered, so treat the bulletin in force at your registration as the authority — not this page, and not a study guide written for the other edition. What does not change with the edition is the shape of the exam: the same eleven content areas, the same item count, the same 70% pass line, and the same rule that the code is provided at the test center.

One more precision the bulletin insists on: the test is not based on Colorado's amendments to the code. It is solely based on the IPC and IRC as adopted into the Colorado Plumbing Code by reference. The state amendments govern how plumbing work is performed in Colorado; they are not what the exam questions are built from.

Exam Format: Provided Code, 120 Scored Items, 270 Minutes

The Colorado Master Plumber exam is a computer-based examination delivered by PSI. The bulletin publishes the format in a single line — “Master Plumber — 120 Scored Items - 270 Minutes 70% (84 Items Correct) to Pass; Up to 10 Non-Scored Items - 30 Minutes”. At a glance:

Three details deserve to be read twice. First, the code is provided but it is not yours to mark: the bulletin says the IPC and IRC will be provided at the test center, that you may not write, highlight, underline and/or index in the references, and that you may not use any other materials. Your own tabbed, annotated codebook does not come in. Second, formulas are not provided and are not allowed in — the bulletin puts the burden on you to know and be able to use basic plumbing theory formulas, and warns that such knowledge may be required to work the problems in the job task area entitled Calculations. Third, you can revisit your answers at any time before the examination time runs out, but the clock does not stop: once candidates are seated and the examination begins, you may leave the room only to use the restroom and only with the proctor's permission — without extra time.

Official Content Outline: The Eleven Areas of the Master Plumber Exam

The bulletin publishes the examination content outline as area-by-area item counts. The Master Plumber outline is eleven areas, and the counts sum exactly to the 120 scored items. Study time should track these weights:

Read the weights as a study plan, because they are lopsided in a useful way. Sanitary Drainage Systems (22) and Vents (20) are 42 items between them — more than a third of the exam — and with Water Supply (16) and Storm Drainage Systems (12) the four biggest areas account for 70 of the 120 scored items. The four areas carrying the fewest items — General Regulations (6), Traps, Interceptors, and Separators (6), Indirect and Special Waste Piping (6) and Residential Fire Sprinklers (4) — are still 22 items together, which is more than enough to decide a 70% pass line. A candidate who is strong in the drainage-and-vent core and sloppy in the plumbing fixtures, water heaters and isometric analysis still sits closer to the line than they expect.

What Is Provided at the Test Center

The bulletin's REFERENCE LIST is short, and it is worth quoting in substance because it is the rule that defines how you prepare: all examination questions are consistent with the published edition of the IPC and the IRC; the IPC and IRC will be provided at the test center; you may not write, highlight, underline and/or index in the references and may not use any other materials. The bulletin adds that candidates are encouraged to review the IPC and IRC — especially in the job task areas where they need preparation — and that review of plumbing theory and common formulas is advised, with any of the commonly used textbooks adopted by apprenticeship and community college training programs sufficient for that purpose.

Practical consequences for your preparation, in the same order the bulletin lists them:

• Learn to find things fast. The code is on the desk, but it is a clean code. Practise locating the article or table that answers a question instead of relying on tabs you will not have.
• Carry the formulas. Formulas are not provided to you at the test center and are not allowed in. The Calculations area is part of the exam, and the theory behind it has to live in your head.
• Study the ICC code, not the amendments. The exam tracks the code text as adopted by reference; Colorado's amendments are a field and licensing matter, not the exam's source text.
• Know how you are scored. The compensatory model lets strong performance in one job task area compensate for a weakness in another — that is what makes blueprint weighting, rather than perfection in any single area, the right way to plan your study.

Fees, Score Reporting and Administrative Notes

• Examination fee: $78, as published in the bulletin. Retest fee: $73. Fees are not refundable or transferable, and the examination fee is valid for one year from the date of payment.
• Score reporting: your score is given to you immediately following completion of the examination. You may request a duplicate score report afterwards by emailing PSI's score-report address, as the bulletin instructs.
• Comments on questions: while taking the examination you may comment on any question from the question screen. PSI does not respond to individuals; all substantive comments are reviewed. The bulletin calls this the only review of examination materials available to candidates.
• Rescheduling and cancellations: the bulletin sets the rules for canceling, rescheduling, missed appointments and late cancellations, including the cases in which you forfeit the examination fee. Read them in the bulletin before you book — they are administrative, and they cost money when they go wrong.
• Identification and security: the bulletin lists the accepted identification documents and the security procedures at the center. Bring what it asks for; a candidate seen giving or receiving assistance faces disqualification of the examination results.
• After you pass: file a license application with the Division of Professions and Occupations at DORA. Passing the exam is not a guarantee of licensure — you must still demonstrate that you meet the minimum qualifications Colorado law sets.

How to Prepare

1. Confirm the edition your test date is built on. Ask the board and read the bulletin in force at registration: the state is on the 2024 IPC and IRC (3 CCR 720-1 §1.2.A), while the bulletin read here still references the 2021 editions and announces the changeover on 1 November 2026. Preparing the wrong edition is the one mistake no amount of practice can repair.
2. Build index-first habits, not memorised page numbers. The code is provided and it is clean — no writing, highlighting, underlining or indexing. Train yourself to reach an article, a table or an appendix quickly from a question, and to verify the answer against the printed text rather than against habit.
3. Drill the blueprint at its published weights. Sanitary Drainage Systems (22), Vents (20) and Water Supply (16) carry the most items; the four smallest areas still add up to 22. Practice questions should mirror those weights — a generic plumbing bank will not.
4. Treat Isometric Analysis as its own skill. Ten items on reading a drawing is a quarter of the drainage-and-vent core; it rewards reading plans and riser diagrams against the code, not memorising definitions.
5. Rehearse the formulas you cannot bring. Formulas are not provided and not allowed in: practise the calculations the code expects — sizing, slope, fixture units, offsets — until you can do them from the theory alone.
