What Is the Vermont Master Plumber License?

In Vermont, plumbing licensing is regulated by the Plumbers' Examining Board within the Division of Fire Safety, and the Division contracts the examination programme to Prov, Inc., whose candidate bulletin is written for the whole of the Division's trade licensing — plumbing among other trades. The bulletin's own description of the Vermont Master Plumber is worth quoting, because it defines what you are being examined to take responsibility for: those who have the knowledge and skill to install, maintain, repair, alter or extend plumbing, sanitary drainage or storm drainage facilities, venting systems, public and private water supply systems, septic tanks, drainage and supply wells, swimming pool piping, irrigation systems, or solar heating water systems and all appurtenances, apparatus or equipment used in connection therewith, including boilers and pressure process piping and including the installation of water and storm and sewer lines, water and sewer plants and substations.

The state's rules publish the licence, the eligibility, the fees and the fact of the examination: Section 8(D)(2) of the plumbing rules provides that the Board may contract with a national testing organization to develop and administer a written plumbing exam. Two Plumbing Examinations Are Published: Read the Master Block

The Vermont bulletin publishes a block for each plumbing credential the state issues, and they sit close enough together to be mistaken for each other:

Official Content Outline: The Ten Master Plumber Subject Areas

The bulletin publishes the Master Plumber block subject area by subject area. The ten areas and their question counts sum exactly to 97:

Read the weights as a study plan. Sanitary Drainage & Indirect/Special Waste and Vents & Vent Systems are level at 16 questions each — 32 of the 97 between them, a third of the examination — and Plan Reading & Isometrics carries as much weight as water supply at 12. That last one is worth pausing on: 24 of the 97 questions are drawing work, between the isometrics block and the drainage and venting that is usually drawn rather than described. Add General Knowledge & Plumbing Math (11) and the exam is a third planning, sizing and reading, and two thirds code. The small areas still matter: Traps, Interceptors & Separators is only 4 questions, but at a flat 70% cut-score there is no area you can write off.

Approved References and the Reference-Material Rules

Vermont is an open-book examination, and the bulletin publishes both halves of that bargain: what you may bring, and the state the book has to be in when you arrive.

• Basic Safety (Prentice Hall) — the safety reference on the approved list, which lines up with the eight Safety questions on the outline.
• International Plumbing Code 2024, International Code Council — named by the bulletin with its ISBN, in the 2024 edition the state has adopted.

The reference-material rules are as much a part of your preparation as the code:

• Handwritten notes are allowed when written in black or blue ink only — no pencil.
• Moveable tabs are NEVER permitted in a reference book. Temporary tabs such as Post-it notes or paper taped or glued in your books are not allowed and must be removed from the reference books before the exam will begin.
• A reference book cannot contain Post-it notes at all — the bulletin states the prohibition twice, in different words, which tells you how often it is tested at the door.

In practice: acquire the approved references early, prepare them the way the rules allow — ink only, permanent tabs only, no sticky notes anywhere — and rehearse with that prepared set. The reference rules are not a formality; a book that does not comply is a book you may not be able to take in.

The Code Edition: State Rule and Bulletin Agree

Several states in this series carry an edition lag between the code the state has adopted and the edition the exam bulletin still references. Vermont does not, and it is worth saying so plainly:

• The state rule: the 2025 Vermont Plumbing Rules, effective 4 November 2025, Section 21 — under 26 V.S.A. Section 2173 the Board adopts the provisions of the 2024 International Plumbing Code, and all plumbing installations must comply with it.
• The exam bulletin: the approved reference list for the Vermont Master Plumber examination names the International Plumbing Code 2024 by ISBN.

One edition, in both documents. That matters because it means you can prepare the code the exam is built from without discounting anything: the edition the bulletin lists is the edition the state has adopted.
